The Department of Homeland Security was formed by the "Homeland Security Act of 2002" (116 Stat. 2135). That act was, overall, a mess of administrative and legal glue; which leaves us with the heap of garbage we today know as the "Department of Homeland Security" (DHS). In fact, Title 6 is almost exclusively that act (along with this being the, I kid you not, shortest title I've seen thus far)
What was stolen?
