Be it enacted by the Senate of the Commonwealth assembled and the President of the Commonwealth presiding.

This act shall be titled as "The Omnibus Bootstrap Act of 2026."

Title I - Codification of Titles

Sec. 1. General Provisions

  1. It shall be that Title 1 of the Code of the Commonwealth contains laws pertaining to, generally, the Commonwealth.

Sec. 2. The Senate

  1. It shall be that Title 2 of the Code of the Commonwealth contains laws pertaining to the Senate and its President, and their regulation within the Commonwealth.

Sec. 3. The Commonwealth President

  1. It shall be that Title 3 of the Code of the Commonwealth contains laws pertaining to the Commonwealth President.

Sec. 4. Flag, Seal, and Symbols

  1. It shall be that Title 4 of the Code of the Commonwealth contains laws pertaining to the various Flags, Seals, and other Symbols of the Commonwealth.

Sec. 5. Government Organization and Employees

  1. It shall be that Title 5 of the Code of the Commonwealth contains laws pertaining to, and dealing with, the organization of the Government and its Employees in the Commonwealth.

Sec. 6. Courts

  1. It shall be that Title 6 of the Code of the Commonwealth contains laws pertaining to, dealing with, and overseeing the Courts, both Supreme and inferior, within the Commonwealth.

Sec. 7. Voting and Elections

  1. It shall be that Title 7 of the Code of the Commonwealth contains laws that, in addition to the Election and Selection Code (Article VIII), deal with and ensure the security of Elections within the Commonwealth.

Sec. 8. Crimes and Criminal Procedure

  1. It shall be that Title 8 of the Code of the Commonwealth contains laws that define Crimes, their punishment, and the procedures for dealing with them.

Title II - National Symbols

Sec. 1. National Bird

  1. The National Bird of the Commonwealth shall be the Scolopax Minor, better known as the "American Woodcock."

Sec. 2. National Flag

  1. The National Flag of the Commonwealth shall consist of a Sinister Nordic Cross of grass green on a field of sky blue, with a second Sinister Nordic Cross of white beneath that of the first.
  2. The National Flag shall have a proportion of 2:3
  3. Grass Green shall be defined as #3E753B
  4. Sky Blue shall be defined as #2874B2
  5. White shall be defined as #FFFFFF

Title III - Districts and Territories

Sec. 1. National Naught Triangle, Point, and Line

  1. The "National Naught Triangle" is an isosceles triangle consisting of segments of I-10, I-12, and LA 3064.
  2. The line formed by the axis of symmetry of that triangle is known as the "National Naught Line," and is used to derive the Federal seat’s position.
  3. The centroid of that triangle is the "National Naught Point," and is the point by which all distances are measured.

Sec. 2. Territories and Districts

  1. Territories are made totally inferior to the Federal seat and the District creating them. Territories may not have independence over the Federal seat, nor the District creating them. The Court serving all territories is the Supreme Court, or the Courts of the District creating said territory. The Senate serving territories is the Federal Senate, or the Senate of the District creating said territory. The Gubernatorial administration serving territories is that of the Federal executive, or that of the District creating said territory. Territories need not be geographically contiguous with their District, however Territories are considered part of their District.
  2. Districts, however, typically have governing power over themselves, including being able to create an independent set of, while non-superior to the Federal seat, Senates, Courts, and Gubernatorial administrations. These Districts may also create Territories, however they must be approved by the Senate to allow for extra Senators and Justices. Districts need not be geographically contiguous with one another. Districts are to have their executive power vested in a Governor.

Sec. 3. District of Acropolis

  1. The District of Acropolis is to have its government run entirely by the Federal government, due to its status as the Federal seat of the Commonwealth. It shall not, however, be classed as a territory.
  2. The District of Acropolis shall be an area defined using the National Naught Line’s south-east intersection with US 61. The District shall not extend into the City of Saint George, and shall only consist of the City of Baton Rouge.
  3. The District’s Governor shall be the Commonwealth President.
  4. The District’s Flag shall be that of the Commonwealth Flag.
  5. The District’s area shall be defined by 5 lines. The following define the lines of this area:
    1. Stumberg Lane, to the East;
    2. LA 73, to the South;
    3. US 61, to the South-West;
    4. S Sherwood Forest Blvd, to the West;
    5. Coursey Blvd, to the North;

Sec. 4. Territory of Libertie

  1. The Territory of Libertie shall be the first Territory under the District of Acropolis.
  2. The Flag of the Territory can be described with the following:
    1. Bend sinister in white
    2. Chief dexter in red
    3. Base sinister in blue
    4. Red is defined as "#C8102E"
    5. White is defined as "#FFFFFF"
    6. Blue is defined as "#012169"
  3. The boundaries of the Territory can be defined with the following address:
    1. 1105 LEE DR
    2. BATON ROUGE LA 70808-8714

Title IV - Definitions

Sec. 1. Executive Clause

  1. The Executive Clause is described as "Be it ordered by the power of the President of the Commonwealth presiding."
