Be it enacted by the Senate of the Commonwealth assembled and the President of the Commonwealth presiding.
This act shall be titled as "The Licensing Act."
Title I - Licensure
Sec. 1. License Used
- It shall be that when a document is to be published, it is to be published under the Creative Commons Attribution-ShareAlike 4.0 license.
Sec. 2. License Disclaimer
- Every document published is to be treated as though it has the following appended, with [YEAR] filled in with the current calendar year:

Title II - Scope
Sec. 1. Definition of Document
- For this act, "Document" shall describe anything published in the Journal, including the Journal itself, along with any bills, laws, resolutions, court rulings, Senate rules, and Executive documents, as well as any works created by any persons of the Executive, Legislative, or Judicial branch in an official capacity.
- Any documents written for personal purposes are to be excluded from the above definitions of "document."
